I can move the image forum as subforum of the wiki forum? This way the list view should make the images accessible to the people with list rights.

At this time, you should NOT make namespace-level forums into sub-forums of each other, since unexpected behaviors may occur. However, you can place the image forum into a Forum Category that is not contained in another namespace, and you can place other namespaces there as well.
