A forum header is wiki content that is placed at the top of a forum, much like a forum announcement, except that multiple users can collaborate on their contents.
You can enable forum headers for any forum via Forums & Moderators > Forum Manager. Edit the forum, and set "Show wiki headers in this forum" to "Yes".

To create a header, visit the forum where it will appear. Above the thread list, you should see the "Header for" the forum. In the message, "Add content to this header by editing it", click the word "editing".

If the forum already has a header, you can click the "Edit" button.
These links will take you to the Edit Tab for that header. When you've saved the changes, you can return to the forum by clicking the "View header in context" link on the header's Article Tab.
