I have the sidebar configured for the area but it doesn't show.
Does it need a certain amount of chapters?

Books - when does the table of contents sidebar display?

The table of contents only displays as a sidebar block on chapters within the book, not on the book itself, since the book already lists its chapters by default (unless the book is also a chapter in another book).
