is it possible to set the title-field on top of the (create-) page?

Users voted against it when we used to have it on top.
If you want to do it manually, you can edit vw_editor_page and move the location of the "subject field" fieldset in the template.
If you only want it moved during creations, you can copy it (instead of moving it) and change the condition to test whether {$item.itemid} is populated.- lead developer for VaultWiki

Option for the "title" on "top" or "below the text-field"...
