Straight-forward question this time: can I place my Templates into categories? I tried doing so, but it looks like the CATEGORY bbcode was not being parsed. I noticed Issue 615 -- has this not yet been implemented?

You are correct. The CATEGORY BB-Code is not parsed in templates because templates don't parse on their own. It will not be possible to do so until Issue 615 has been completed.
