      Template pages go to Moderation

      If I create a page that is a template, it will go to moderation regardless of the user's permissions.
      Additionally, because once you approve the page, it will consider it an edit. And because the current moderation panel will be fixed next release: https://www.vaultwiki.org/issues/3954/
      I usually go to approve/deny an edit through the page's history. However, in the page history, there is no item you can approve or deny, thus making the page stuck unless you delete it.

      Several strange moderation behaviors were resolved in RC 3. Please review this issue and post an update once RC 3 is installed, for content created after RC 3.

      It seems this occurs for any page that has additional types and none of those types are container-types (I was able to duplicate for both Templates and Anonymous Pages). This implies that the issue is not related at all to the behaviors gained from the "Template" selection.

      It is more likely related to permissions checks, which might be checking permissions against page-types that aren't allowed to have their own permissions.

      The moderated pages reveal more issues with missing phrases and some tabs being available that shouldn't be for moderated pages.

      Fixed templates being auto-moderated in build 002.

      The other issues (missing phrases, wrong tabs, etc) for moderated templates still persist.

      Fixed the remaining issues for the next release. The bug where approving a template left an edit that could not be approved actually extended to all pages requiring approval. Likewise, approving a new attachment left the file data unapproved and could not be approved. The next release will include an upgrade script that cleans up the damage caused by all variations of the bug. Also, approving new pages will no longer duplicate the first edit.
