Attachment DM

Need to write a data manager for wiki attachments so they aren't linked to a specific user ID, support attachment versioning, multiple thumbnail sizes, and handle all of this internally with only one DM call.

Updating this as there really wasn't a separate task for an Attachment admin page. All that's really needed is a way for admins to switch between database and file storage, set the file path, and handle the conversion of attachments between the two.

Completed as of today.

Re: previous post, it appears that whatever work was done in November was either never committed, or all traces of it have been completely erased since February 1. This will need to be done again, but I'll add it to: https://www.vaultwiki.org/issues/2823/
