      File Type Manager
      Need an admin interface to define file-types that are allowed in the wiki, along with maximum constraints for those types. Then need to apply those constraints to the file DM. Not having this is a potential security vulnerability.

      The conversion for attachments between file-system and database storage also needs to be handled as the controller file seems to be missing (views are still there).

      File types need permissions too. It wouldn't make sense for admins to be allowed to upload 20 MB files, and also new users to upload 20 MB files. More file space is something that we should be able to grant to trusted groups, without having to disable attachments entirely for less-trusted groups.

      Manager complete. Linked up properly to DMs. Need to handle usergroup permissions, and the import script for vB attachment types.
