Tags display location setting: top, bottom, sidebar

it would be very useful to have a setting to display tags in one or multiple locations:
- top
- bottom
- sidebar block

For:
Area & Category
Article

This would give us flexibility on how we want the page to look and allows us to display pages in a much more compact & useful way.
