Can't Create Templates, Islands

In VaultWiki 4, when viewing an Area that only allows specific page-types like Template or Island, but doesn't allow regular pages, there is no way to create a page, since the Create New button only appears for regular pages.

Fixed in Chipmunk. This was a bit complicated in spots since a number of failed page-type checks needed to be bypassed when regular pages weren't allowed, since templates and islands are lower-level content types. Also updated the editor title to remind the user he/she is writing a template, island, etc.
