Option for Category Listing Specific to a Namespace

Is there a way to create a list of categories specific to the namespace that the tag is implemented it?

Not currently. We are actually working on the ability to create categories in the same namespace as articles, so there would be a list of categories made for that area when we're done. Restricting a category's use to one namespace or area is not something we're planning though.
