What permission controls the ability to edit tags?

In XenForo we have a permission 'Manage tags by anyone' but this only controls all content except VW. What permission controls the ability to edit tags?

Interesting that you have asked this since we have just finish making changes to it for the next release, to improve consistency across types and with the platform, and to provide for better tuning.

In 4.1.2 and lower, it depends on the content-type:
- Wiki pages: tags can be edited by anyone who can edit the page's categories
- Wiki feeds and wiki discussions: tags can be edited by anyone who can edit the content
- Special pages: tags can be edited by anyone who can rename the special page

If the user has the following permission, then he can edit tags regardless of those:
Staff permissions > Can edit all wiki content?

In 4.1.3 and higher, each content-type will have its own "Can tag X", and the Staff permissions are differentiated:
- "Can edit all wiki content" only applies to tagged wiki pages, feeds, and special pages
- "Can edit all wiki comments" applies to tagged wiki discussions
When upgrading, the "Can tag" permissions will automatically be filled in most cases based on the rules from 4.1.2 and lower.
