It is important to note that this appears under the Special Page Permissions heading. As such, it allows users to view Special Pages that are only lists of other wiki pages (such as SpecialPages, AllPages, Books, Categories, etc), rather than another type of report.
Looking at this, we should probably have a separate permission for Special:SpecialPages, such as "Can view the Special page index?" rather than having it also use this setting.- lead developer for VaultWiki
