Convert thread to wiki: What permission setting controls who can see/use this option?

I'd like to restrict the 'convert thread to wiki' feature to admins only or disable it altogether at least for the time being. Is there a specific user group permission that would allow me to do this? Or does it show based on another setting, e.g. if a user belongs to the wiki moderator group?

In order to convert a thread, the user must have moderator-level permission to Move threads, in addition to being able to create content in the wiki.
