On VW3 links to non-existing pages were red so that users can distinguish such pages. Is this still the case on VW4?

In my case on a brand new VW4 Xenforo install, yes it is. Links are red where the target page doesn't exist yet.

It depends on your style settings. Wiki links that do not target an existing page are red in color by default. Wiki links that are placed outside of a wiki page (such as a link in a forum post) are likewise only red (by default) if they do not target an existing wiki page.
