I am intending to import VW3 to my live XF site. As the wiki install is currently empty I have set all usergroup permissions to 'not set' so that the wiki does not show to my members. Can I do an import with the permissions set up like this?

You can perform the import this way, but the import will probably turn some permissions on.
The best way to prevent users from seeing the wiki while you are doing work on it is Options > VaultWiki: Site Config > Wiki Active = No. This only allows administrators to see the wiki. Remember to set it back to Yes when you are ready to go live.- lead developer for VaultWiki
