Some tools are still needed to make it a full blog replacement. Like a place where you can see recently updated feeds for every user.
But a feed acts as a blog-like view of article content, rather than just a list of article names. It's also possible for users to have feeds that belong to them and no one else. Here's an example, just using some random wiki articles: https://www.vaultwiki.org/demo/News
In this way, users can share any wiki page on their "blog" (feed). In order to write a new blog entry, they would just use the button to create a new article that appears in their feed. To prevent others from editing their blog, they should do it in a wiki area that has "Collaboration Prevention" turned on.
Users can have more than 1 feed too so if they want a blog, right now they need to create their first one to get started. In the next release, user feeds will show up in the sidebar search results.

Where can i config this to create a new feed ?
What kind of feed are you trying to make and where are you trying to post it? You might be limited to global or personal feeds depending where you choose to save it.
Make sure your user has Feed Permissions in the Wiki Permissions (I think the phrases are missing, so it would look like vw_feed_permissions). If you're posting in an area, make sure the area accepts feeds as a content-type by checking the area settings.
