How to use the translation function??

My staff and I cant figure out how to use the translation interface. While we have been using VW for years. I cant imagine that any new user will be able to use it.
Please explain and consider to improve upon this interface.

"You can connect versions of this page that are written in other languages to make it easier for multilingual users to find them. Use the form below to locate and select the pages that should be considered translations of this page."

The list only shows pages that are written in other languages.
Not sure how to improve on that.

Perhaps we can put the corresponding flags next to the pages to make the language easier to identify, or to make creating a new translation more obvious.

The link states: 'Translate this page'
So the user expects a function to start creating a translation.
If I am understanding it correctly the function is only intended to connect pages. Not create pages. There is a discrepancy here.

I suppose we can change it to say "Manage Translations" or something less creation-oriented, because it's not meant to be.

But you CAN create a translation by clicking the + button in the search field. It's been a while since I translated a page this way myself.

The designed new-translation path is easier. Go to the page you want to translate. Right above the title will be several flags. The faded ones haven't been written yet. If you click one of those, it will take you to the editor, which should be pre-filled with the current text, but the language is set for you and the editor has the heading "Translating Page".

If you don't see flags there, you might need to set up flags for your languages, or you might have the setting for Max Flags set to 0. Even if the flags don't appear, there should still be a menu (might be under View) that lists various languages and you can click the name of the language to start translating.
