No space/blank line before headings

I think this is a setting or me doing something wrong, rather than a bug.

Recently I've noticed that there is no space above a header, and that inserted blank lines before headers are ignored. That results in pages with all the content and headers smooshed together in a big block of text:

I'm sure it's probably a setting somewhere, but I can't find it! Any ideas?

This is something that happens when vBulletin switches WYSIWYG modes (even internally when saving). Some blank lines are removed before and after certain BB-Codes. I'm not sure there's any way to prevent this in general.

The problem would probably be resolved for headlines when we make adding sections more form-based and less BB-Code-based.
