Banner menus disappeared

On our non-wiki forums, you can see there is a series of drop-down menu options just below the banner:





But in the forums where the wiki is enabled, that menu is gone:




How do I restore these menu items?

If VaultWiki is disabled, the Wiki tab and menus won't be created.
If Settings > Options > VaultWiki: Server Settings > Turn on the Wiki? = No, the Wiki tab and menus won't be created.
If Settings > Options > VaultWiki: General Settings > Enable Navbar Wiki Menu = Disabled, the Wiki tab and menus won't be created.

If you customized or created your own VaultWiki tab or menus, make sure they're up-to-date or working. If you customized your navbar template directly, make sure it still contains all the template hooks from the uncustomized version.
