No, VaultWiki uses the forum ID to determine if the thread is a wiki article. It is not possible to do this on a thread-by-thread basis, because the forms and validation for creating both are too different.
You can use wiki syntax in regular threads if you want (template, and toc, mainly). This is a Usergroup Permission: "Can use Wiki-only BB-Codes in Non-Wiki Posts?" Then you can select whether to use wiki syntax or regular bb-code from a drop-down menu when posting your thread.

Using the wiki syntax in regular threads won't allow anyone to edit that thread (unless I enabled this in the vb permissions) right?
That's correct. It won't record history or let others edit the thread.
