You can rename the article normally. If you want the old title to become a 301 redirect, then you'll have to add "groups" to the Auto-Link Ignore List in VaultWiki: General Settings. If you don't need the redirect, check the box when renaming that says "Do NOT create a redirect when renaming this article".

Unfortunately no. If you request this in the tracker, we might add it in VaultWiki 4.
