How to force TOC in forum posts?

Right now it can be done by selecting the Wiki BB Codes but how do we make it so that this is always on by default?

I'm a little confused by this question. The TOC won't appear if there is nothing in the current page to be a TOC of. The TOC will appear if the current page contains at least 4 items that would be in the TOC. If you want it to appear with less items, use the BB-Code:
      Code:
      [TOC]FORCE[/TOC]
Right now there is no setting to adjust the minimum TOC item threshold such that using the BB-Code would not be necessary. You can request this in the tracker.

Well what I meant was forcing the TOC to show by default on forum posts (not wiki articles) without having the user select the "Wiki BB Codes" selection in the BB Code dropdown bar. Because the H tags still work when not selecting the Wiki BB Code option, but the TOC will only show when that option is selected which, by default, it isn't.

The TOC will not function correctly unless the post is saved as a wiki post, which will only happen if the user selects "Wiki BB Codes." In the future we intend to add forum and user defaults for this setting, but that is not a high priority at the moment.
