For vBulletin 3.8.x, there were mainly bug fixes and performance improvements. You can also use the customizable namespace URLs (the .htaccess changes are still undocumented, but I'd be glad to offer help if anyone wants to use this) and new auto-link options.
In the next few betas, most UI improvements will be made on vBulletin 4 boards only (because of the "navtab" support). We will be writing new features with compatibility for all vB versions in mind, but some features will only be possible in vB4 for obvious reasons.
Most of the testing is currently happening on vBulletin 4 boards, so more 3.8.x testers would be nice, just to make sure we didn't break anything. That said, it's a beta, so I would only upgrade if you're comfortable debugging/reporting/fixing, should any problems arise.
