Progressivelt been working on this with the translator on the site, but he's in college, which has affected his time a lot (it seems since we didn't have the Control Panel phrases on the initial release, it's added a lot of old phrasing to the list of what needs translating, perhaps 25% of the phrases, and maybe triple that in terms of actual translating as they CP phrases were the biggest by far). Most of the non control panel phrases are updated, but until they all are, I don't want to upload them in case of it creating knock on effects with the wiki. I will check up on him again to see if he has any more of an idea on eta.
So the short is, yes, it's in progress, just not finished yet.

As far as I know, this language pack is not even compatible with the Lite version. These packs are created by paying VaultWiki customers for other paying VaultWiki customers who use the paid version. If they make one for the Lite version, it would be released on vbulletin.org.
