So I created a book... and it seems that ANYONE can add an article to the book.
How do I prevent the book tab from showing up to anyone except administrators?

By design, all Books the user can VIEW will be listed on the Book tab of an article the user can edit.
However, a Book will be unselectable if the user doesn't have permission to modify the Book. Even if the user manages to select such a Book, he will receive a permissions error.
A user can only add an article to a Book if:
- User can edit the article, AND
- User can edit the current Book (if one is already selected), AND
- User can edit the new Book.
