Can they be hidden from all viewers but the admin?

Yes they can! The "Special" section uses its own heading in Usergroup Permissions: VaultWiki Special Page Permissions.
As for the others, you can control these by adding custom Forum Permissions for and taking away the ability to view them. However, this will also make any content you posted in them (like Images) be invisible to those users when you try to include them in another article.
You may instead just want to remove those items from the Wiki tab, but still allow users to see any content if you link to it. To do this, in the Namespace Manager, set the Display Order for those items to 0. Keep in mind that you will lose a visible link to them, and you won't be able to get to them unless you know the address or try to go to a page like:
Template:Test
Book:Test
Image:Test
etc
Which tells VaultWiki to look in those sections for an article named "Test". If you do this, try not to forget about them, as they are all very useful in their own ways.
