steps to upgrade [4.1 vbulletin]

my question is about order to upgrade a site with vB and vaultwiki installed
I upgrade vBulletin first? or vaultwiki first?

There is no special upgrade order for vBulletin 4.1. You can treat it like any other version of vBulletin 4. There were just some changes to certain files, so you'll need VaultWiki 3.0.7 files.
