Notice that if you quick edit a post within your forum, there are no hover overs for the toolbar items in the quick edit toolbar. I think this is a limitation of some browsers, in which the ALT attribute is not applied for elements created via AJAX.
Fixed for 2.3.1 for wiki-added buttons only by using a TITLE tag on the surrounding DIV.
