There is a known bug where using special characters in an area name will display wrong the first time you create the wiki area. If you edit the area again in Wiki Admin Panel > Structures > Area Manager, rename it once, then change it back to the correct name, it will display correctly after that. The bug is fixed in the next release (4.0.11): https://www.vaultwiki.org/issues/4651/
Check AdminCP > Settings > Options > Censorship Options > Blank Character Stripper
If it's not blank, some bits of unicode characters might be damaged. Update this setting so the field is blank. Try to resubmit the characters again and see if it works this time.
If this occurs in the body content of a wiki page that was last edited prior to 4.0.1 build 002 (Feb 2015), then the content may have been damaged by the vBulletin's WYSIWYG editor-switch. After you re-edit the page and re-enter the affected characters, the problem should not reappear.
If you are seeing broken characters that you entered in vBulletin's style system, such as in the navbar or footer template, keep in mind that you should not enter non-ASCII characters directly into style templates. For styles, you should either use custom vBulletin phrases, or you should use the proper HTML entity code for the special character, such as ä for ä
If you have a different problem, please explain it a little more. What are you trying to do exactly? And what part of the page is showing the wrong symbols? Screenshots or links might help.

I tried the changes but the problem persists.
My versions of Vaultwiki it's v4.0.8 Build 002.
Before the last update everything works correctly
Now:

ù it's ù
Installed last reelease 4010p1b1
