When it asks you what location you want to create the chapter in, don't choose the Books space, or the chapter will become a book too. (To create multi-level books, then you have to create chapters as books anyway).
Once the chapter is created as a book, it's going to appear in the books lists no matter what. You can move the chapters to a non-book forum to remove their book-ness, but keep their chapter-ness.
