if I install the latest and greatest...will be it compatible with the new version especially if I go to a new platform such as xenforo?

Vaultwiki is not compatible with XenForo at this time, but will be in the future.

I know 3.8 is deprecated...but it's not going anywhere for me for at least another year.
Yes, we plan to continue supporting vBulletin 3.8 with the upcoming VaultWiki 4. The only change to requirements is that the new version will require PHP 5.3 or higher.
You can update your license now and it will be valid for version 4, provided your license is Premium and not Standard, and provided it is released before your new expiration date (which I fully expect as we are dev-testing now).
We discontinued Standard licenses a few years ago, but some people may still have them. Standard users will be given a grace period to upgrade their license status to Premium after 4 comes out.
Yes, you can have your forum in /forum/ and the wiki in /wiki/
The wiki files are still installed in the /forum/ directory, but you would place a proxy file in /wiki/ if it's a different sub-domain, or update your server's .htaccess file to point /wiki/ to the wiki file in /forum/
Due to bugs in vBulletin, sub-domains don't work properly prior to vBulletin 4.0.8.
I have the premium...so I'm looking forward to it.
