The simplest way to create an empty category is to use the "Create New" menu in an area and select the "Category" option.

This will open the same editor that's used for creating regular wiki articles.

Once you have entered the category's title and some text, click "Create New Category" to finalize your creation.

After the category exists, users will be able to add other pages into it.

Note:

While users are required to pick existing categories when adding pages into them, they can also be created only as needed. You can read more about this process in: Adding a Page to a Category
