If you decide that you want to take a Header that was already created for one forum, and move it so that instead it's used by another forum, first visit the forum that already contains the Header.

Click the link to "edit this header".

Once the editor opens, click the Apply tab. The drop-down here can be used to select the forum the Header appears in.
