Once a user has permission to create Social Groups with Group Pages, they can do so by editing any existing group or creating a new one.

Visit the Social Group area by clicking the "Groups" link in the "Community" sub-navigation menu.

Click "+ Create Group"

Fill out the details as desired. Under the heading "Group Page Options", check the box "Allow members to create private group wiki pages".
