Broken css.php tries to load in console

I see a broken/404 fetch of a resource in the dev console that is being inserted by

yui-min.js?v=3.18.1:5

the CSS path is:

css.php?css=vw-block%2Cvw-list%2Cvw-content&s=6&l=1&d=1697555257&k=9b125d1ddc9af6f3f7bce614fa 20c2fc74a23ce1&v=30379513

This also happened on 4.1.5, but I was hoping it would be fixed in 4.1.7

Fixed in the next release. This occurs when viewing a page that has a TOC inserted manually using the BB-Code. The manual TOC Javascript had not been updated to the updated CSS loader in 4.1.x.
