If you use any addon like [bd] Cache or DBTech Optimise, try flushing the cache.

In the past, when it was not related to a cache addon, this issue was determined to be a race condition. While you are installing/upgrading VaultWiki, do not have your AdminCP open in a second tab. Due to the design of XenForo's deferred system in XF1, the same issue could happen if you are updating XenForo or any other add-on and have it open in multiple tabs during the upgrade. (Or if you have multiple admins accessing certain AdminCP pages during an upgrade). You can reattempt the phrase rebuild, etc, by revisiting VaultWiki's upgrade script.

If the issue persists after running the upgrade again, please file a ticket so we can look into your issue more closely, as it may be caused by a different reason on your site.

I think this may happen due to a race condition where Patch Level 1 is successfully uploaded/activated during a sub-request rather than a main request (such as css.php or deferred.php, rather than on the containing page). In such a case, the patch will complete but will not be marked as complete. The patch will retry approximately every 5 minutes indefinitely, but every retry will fail with an error "Please enter a valid value for this option". If this occurs during a phrase rebuild, the error message would interrupt the rebuild. I messaged you instructions to correct the looping patch. Please try the instructions and let me know if it helps with the phrase issue. If it works, I will update the download area with similar changes.

This was due to another add-on which was not written correctly ([Endless Horizon] Social Share). Marking this issue as Not a Bug, as the issue can only be fixed in the other add-on.
