Have you tried reloading the page and trying again? Usually this is a race condition because the browser submitting the install request twice. There is no way to prevent it. XenForo doesn't use ON DUPLICATE KEY UPDATE in its Phrase DataWriter, so if you run the same DataWriter in multiple threads/browser requests, you get an error like this.

I was able to reinstall and imported again
