In text, in titles, or in both? This may simply be resolved for future created/imported content by turning off the convert-unicode flag in our htmlspecialchars string method.

If text only, it's possible this is only a problem in wiki page-text where HTML is not enabled. In this case, we probably need to not encode unicode entities in pagetext. If this is the case, then this may be a VaultWiki-wide issue, not limited to XenForo, and not limited to imported content.

Both in text and in titles. I think this is related to the bug that makes titles with '&' appear as &

Fixed a bug where old edits from VaultWiki 3 had their titles imported with double-encoding. Fixed a bug where updating area titles in the CP makes the title double-encoded.

I cannot find any other instances of double-encoding now in your titles or text. I suspect any other issues may have been related to parts of the BB-Code parser not working correctly (like double-encoding when HTML is turned off, which I think was inadvertently fixed when trying to debug https://www.vaultwiki.org/issues/3469/).

Okay, I see that this is a difference in behavior between vBulletin and XenForo.

In vBulletin, you could enter #'d HTML entities, and if they existed outside the ASCII range, then it would render fine. Inside the ASCII range, and it would be escaped.

However, in XenForo, all #'d HTML entities are escaped before render. As they know they made this change, they designed their importer to handle it fine, by translating non-ASCII entities to their respective code-points beforehand. This change was unexpected for us, and unfortunately in order to make this kind of translation, the VaultWiki importer needs to be refactored yet again.

All imported text needs to be wrapped to account for this difference in behavior.

This should be fixed again. In the morning, I will update your importer and re-import the text data. I'll leave everything else as-is, because it sounds like you made some changes.
