Issue: Cannot Remove Attachments from Articles

When editing an article with existing attachments, the Edit tab properly shows the attached files. But when you click "Manage Attachments," they disappear from the Edit tab, and do not appear in the resulting popup window. As far as the editor is concerned, they think the attachment was buggishly deleted. They save the post, and the attachment still exists.

While this can be considered two bugs, the vanishing attachments directly causes an inability to delete them.
