Can't Import Plugins

If we try to install or upgrade VaultWiki while the forum's plugin system is disabled, we will fail.

I added an additional check to the environment verification. This actually wasn't doing its checks during upgrade processes, so that has been fixed as well.

When attempting to install or upgrade, the user will receive an error message notifying them that the plugin system is disabled, and that they can't proceed until the problem is corrected.
