Issue: Forum Select from New Article

When creating new articles, especially by clicking a 'red' link, it's likely the article will not be created in the appropriate forum for that particular article. A forum chooser allows users to confirm that it does not belong somewhere else, and if it does, provides a simple mechanism for creating it there instead.

For the next build, added a wiki forum chooser to the New Article form and the editor when the article doesn't exist. This chooser only displays forums in the current namespace where the user has permission to create articles.
