Update Install Script (2.5.0)

Since this is a major version upgrade, we need to update the Lite upgrader, and there are also going to be significant additions to the other existing install/upgrade scripts.

Finished this. The upgrade process has revealed some possible flaws that need addressing in other areas - namely using LANGUAGEID to sort existing wikis, and assuming GZIP support has remained the same since the upgrade.
