      TOC Placement
Placing the toc command at the bottom of the article still leaves it at the top.

If the toc command is placed at the bottom of the text, it results in two copies of the toc. One immediately after the first heading and the second at the bottom of the text.

If the toc command has an argument, it is placed in the normal position even though the command was entered at the bottom of the text.

Documentation is needed for multiple modifiers of the toc command. Should the command be used multiple times, or are the value arguments separated by "|" as in other multiple argument commands.

We tried using [toc]no[/toc] at the top with [toc]nonum[/toc] at the bottom with no toc appearing. When we add [toc]force[/toc] to the bottom, the toc appears at the top.

Here is a link to the article we have been experimenting with.

This is working as designed. In Special:WikiCodeList, it says the following:
The tag [toc] can customize how an article's table of contents is displayed. It takes one or no pre-defined flags as a value. Normally, the table of contents will appear below the first paragraph when there are at least four (4) sections created using [h].
It goes on to list the flags along with their functions, and finally says that [toc][/toc] (no flags) "places a table of contents at the current position".

As a feature request, we can add the capability to include multiple flags using "|", but this is Not a Bug. This functionality has been added for the next build by replacing the function handle_bbcode_toc in vault/special_class_bbcode.

This is not a high priority for us, but it is sometimes useful to place the unnumbered table of contents at a position other than the top. As it works now, that does not seem to be possible.

If TOC is given one argument can multiple occurrences of TOC be present in the same article? Your statement above and the wiki codes article do not make this clear, in my opinion. A short sentence on the effect of multiple occurrences would settle the issue.

      You can do the following:
      Code:
      [noparse]
[comment]Stop the TOC from appearing at the top[/comment]
      [toc]NO[/toc]
      [comment]Un-number the TOC[/comment]
      [toc]NONUM[/toc]
      [comment]Place the un-numbered TOC here[/comment]
      [toc][/toc][/noparse]
Like any BB-Code, it can be used multiple times with different values. However, the flags used will affect all TOCs, so you can't have a regular TOC and a NONUM TOC in the same article.

I see it is now implemented, but I wanted to show what the current behavior is with a single TOC no argument placed in the middle of the article does.

      update=============

The use of the no form of toc at the top does not affect the behavior in the screen snapshot.
