Tries to invoke layout template when creating category

I don't think it's meant to do this!

If the selected area Lore requires that all content conform to a template, then yes, this is the correct behavior.
However, if the templates are only recommended, then you are correct that this should not happen.

Fixed in the next release. When templates are only recommended, and not required, then this line will be omitted from the creation popup dialog.
