Post/Edit as User

As we had found the mod for editing post times, post users, etc very useful in the forums, and expanded it to the blog, project tools, etc, it would probably be an equally useful tool to be able to post articles as a user, in the past or future (perhaps not publish it until the future), and also the make edits as a user, similarly (perhaps not publishing it until the future).

Future posts and edits would create locks on the article (or maybe that could be an option).

This will be Implemented in 4.2.x, over 11 years later. It makes use of the existing "Can attribute" permissions, which had no effect until now.

The following content can have the content owner set/changed by moderators with that permission:
- Pages
- Edits
- File History (but not the underlying filedata)
- Feeds
- Feed Entries
- Discussions
- Comments
- Category Listings (only if inherited from an Edit, or when writing a new listing)
- Book Chapters (only when writing a new chapter)
- Disambiguation Entries (only when writing a new entry)
- Team Assignments (only when writing new team content)
- Translations (only when writing a new translation)

This is part of our push to add the missing components for converting this site and its add-ons to using XenForo, which involves certain new features which will make it into 4.2.x. This one is part of a set of related features, which in simple terms should make it possible to some extent to "rewrite history".
