[4.1 Beta 3] Area content lists: Inline moderation checkboxes shown for regular users

Inline moderation checkboxes are shown for standard non-moderating users in an Area's content list. This applies for the tiled and standard directory list area display style.

This occurs when viewing the VW.org XF demo with my own account. e.g.: https://www.vaultwiki.org/xf-wiki/in...System&do=list

I also experience this on my XF2.1 test site (Beta 3 b002).

The main VW.org (vB) site also shows a checkbox per item (class 'imod').
