VW 4.1 download missing files

The current zip download seems to be missing the entire /vault folder so obviously I get:

Error
The required directory /vault/install/lib/ could not be found. Please upload this directory to proceed.

When I try and upgrade

I only see js, library, styles

Am I doing something entirely wrong to upgrade to vw4.1 in place on xf1.5 ?

Ignore this, was doing something stupid and forgot to change the domain on the test site!

Okay now I just get:

Pressing the upgrade button does nothing.

I'll try again from the start!

Have you already performed the upgrade or are you just trying to get everything switched to the test URL first?

AdminCP > Wiki > Maintenance > Rebuild Counters / Caches > Rebuild Content URLs
