[4.1 Alpha 3] Upload New File page missing vw-attach-upload-ctrls for new wiki installation

I've recently installed a fresh copy of VW 4.1 alpha 3 build002 on a new XF2.1 installation. For this installation, when I click the "Upload New File" sub-navigation link, this loads the page: /wiki/?do=create&itemtypeid=21

On this page, I only see the regular page editor without the upload form row. This is despite the fact that the page title says "Upload New File".

I also checked the template editor (/wiki/?do=create&itemtypeid=29) and this works as expected with the code editor instead of the standard Froala editor.

      Permissions for the user...

      Can edit existing attachments?
      Not Set (Yes)
      VW (area settings):

      Any Type

Meanwhile, on an XF2.0 test installation that I've been using to test VW4.1 since alpha 1, I can see the upload form row when creating a new attachment. Edit: The XF2.0 install is currently running VW 4.1 Alpha 2.

This is a bug in the March 2019 patches. After the patch, the wrong editor is being used for some content-types. This issue will be fixed in 4.0.26 and the next build of Alpha 3.

The investigation of this issue revealed a possible permissions escalation vulnerability in the 4.1.x series. It will be resolved by the next build of Alpha 3, since Alpha doesn't get its own patches.
