What other user?!

WOW. This was reported in July, and I was not able to reproduce until now ---

Code:

The following errors occurred with your submission: 1. The changes cannot be saved because another user has modified the article you are editing. Please reload the article and try again.

Fixed for the next build. This occurs when a user has permission to edit the article, but doesn't have permission to edit attachments.
